In short
Patagonia's hiking splits into three bases: Nahuel Huapi around Bariloche for forest and lakes, El Chaltén for Fitz Roy, and Torres del Paine across the Chilean border. All three run November to March; outside that window most refuges close. Torres del Paine is the only one in Chile, so it is the only one that needs a border crossing.
El Chaltén is the one built for walkers. Every major trail starts from the village itself, so there is no transfer and no park gate — Laguna de los Tres for Fitz Roy is nine hours return and the single most photographed day in Argentine Patagonia.
Nahuel Huapi, around Bariloche, is gentler and greener: full days above the treeline with refuges to stop at, and the option of ending in a lake instead of a glacier.
Torres del Paine is Chile and a separate trip — the W circuit is four to five days and needs its refuges booked months ahead.
Whatever the base, the wind is the variable. Spring gusts of 60 to 80 km/h are normal in Santa Cruz; a real shell is equipment, not a preference.

How hard is the Fitz Roy hike?
